GEF PROJECT "BIODIVERSITY CONSERVATION"

figures and facts

          One of the achievements of the GEF Biodiversity Conservation Project in Russia is extremely successful management. With all insignificance of internal resources, the Project Implementation Group managed to organize the work in such a way that practically all its results fully comply with the purposes formulated in the Project Application and in the Grant Agreement. This is related not only to the constancy of basic experts of the Project, but also to the precise formulation of tasks of each component in view of national and international experience in wildlife conservation.
            The overall objective of this project was to render assistance to the Russian Federation in maintenance of an optimum level of biodiversity according to the principles of sustainable economic and environmental development, providing a strengthened biodiversity conservation inside and outside protected areas according to liabilities of the Government under the Convention on Biodiversity.
            The particular tasks were:
- assistance to the development of federal and regional strategy for biodiversity;
- development and application of mechanisms and approaches which would transform biodiversity and environmental protection into major factors of decision-making;
- evaluation of institutional efficiency of protected areas and its subsequent strengthening;
- assistance to involving of all interested parties, including indigenous and local population into biodiversity conservation;
- development of inter-regional cooperation in various directions of biodiversity conservation and environmentally sustainable management of natural resources.
            Achievement of objectives from the point of view of solving the problems under three components of the Project can be characterized as follows.

            Component A "Strategic"

            The component objective was development of the federal strategy and action plan for biodiversity conservation and preparation of techniques and procedures for regional strategy.

           1. Under the Sub-component "National and Regional Strategy of Biodiversity Conservation":
             - Prior to the development of National Strategy it was proposed to evaluate the national biodiversity, operating legislation on biodiversity conservation and attitude of various levels of population to wildlife conservation problems.

            According to the task:

· First National Report "Conservation of biological diversity in the Russian Federation" (1997) was drawn up, which has characterized in detail the modern status of wildlife of the country and traced ways of its conservation;
· tender was held and a firm was selected, which has revealed tendencies in attitude of the population to biodiversity conservation problems using the data of sociological polling of the All-Russia Center for Study of Public Opinion (VTsIOM). As a result of these works, two books were published, recommendations for the development of National Strategy were given, and the concept of the Public Agreement on wildlife conservation as one of instruments of Strategy implementation was justified;
· tender was held and a firm was selected for the analysis of operating nature protection legislation and development of proposals on its perfection (preparation of new laws, amendment of laws in force, specification of powers of authorities, increase of efficiency of legal enforcement, etc.).
            - For preparation of National Strategy and National Plan of Action it was necessary:
· to create a special structure for planning and implementation of preparation phases of National Strategy and Plan of Action for biodiversity conservation;
· to create regional model of the Strategy at Nizhni Novgorod for distribution to other regions.
            In this direction according to the set task:
· on the basis of the Auxiliary Task Force including representatives of interested ministries and agencies, the Group of Strategy Coordination was created, which managed works of this direction;
· tender was held and firms were selected for preparation of National Strategy and basic directions of the National Action Plan; the Strategy and Plan were adopted at the National Forum in 2001 and published in Russian and English languages;
· tender was held and a firm was selected, which, together with experts of the Component, carried out the PR-company on distribution of the Public Agreement on wildlife conservation in Russia;
· in Nizhni Novgorod, a tender was held and a firm was selected, which has ensured development of a regional model of strategy, its approval by local Administration, and dissemination; the first approbation of the model has passed in Volgograd, where Administration developed and approved the Regional Strategy and Action Plan; similar actions were initiated in more 10 regions;
· tender was held and a firm was selected, which collected 1600 applications to the National Environmental Action Plan in a format of Federal Target Program and prepared Regional Action Plans; the collected data have allowed the Project to participate in preparation of 3 subprograms of the Federal Target Program "Environment and Natural Resources" for 2002-2010: for protected natural areas, for conservation of rare species and for protection of the Lake Baikal;
· as the first phase of the National Action Plan, in 3 regions, where Action Plans were developed on a competitive base and authorized by regional Administrations, projects were selected and implemented under the program of small grants (under the decision of the World Bank winter mission of 2000).
            2. Under the Sub-component "Assistance to the implementations of biodiversity conservation policy (economic and financial mechanisms of biodiversity conservation)" the Project document recommended to carry out a training of staff in this field, to propose and validate new economic incentives and financial mechanisms of wildlife conservation .

            Under this direction according to the task:

· tender was held and experts were selected, who have carried out the analysis of interrelation and impact of economic forces on biodiversity (materials were published and disseminated);
· tender was held and a firm was selected, which has prepared curricula and programs for professional training on economy of environmental protection and biodiversity conservation; two seminars were held at which about 60 experts have passed training;
· tender was held and firms were selected, which draw up and published manuals and handbooks for training of experts in the field of biodiversity conservation;
· by the results of the all-Russia tender, case studies were supported and experience of different regions of the country was disseminated, including experience of protected areas (total of 19 projects);
· new financial instruments of biodiversity conservation were initiated: inter-regional and local funds were created; idea to use benefits from "environmental services", practice of economic evaluation of protected natural areas, new approaches in pricing of using bioresources were introduced into the state policy,
            3. Under the Sub-component "Information analytical Center", the creation of information center on biodiversity conservation problems was planned for communication with international environmental organizations and formation of a regional center of biodiversity data network and information support of measures on biodiversity conservation.

            In this direction, the following works were executed:

- Information analytical center was equipped with hardware, software, personnel and information resources;
- information biomonitoring system and the largest in Russia environmental  Web-portal BioDat.ru were created, which has united all information resources of the Project and now serves as the national center of a biodiversity data network;
- multiuser system, network of qualified manufacturers and users of biodiversity information, large databases and GIS were generated on BioDat.ru, capable to promote monitoring of biodiversity in the country;
- analysis and preparation of information for applied nature protection purposes was organized, including supply with information of the MNR activities and other ministries and agencies in the field of biodiversity conservation;
- module of information system devoted to protected natural areas of Russia was generated.
Conformity of Component A results to Project tasks is shown by the following figures:

· 56 tenders for fulfillment of tasks were held; 
· 14 contracts with experts and 42 with firms were awarded as a result of tenders; 
· only 14 experts of management group and more than 80 experts participated in works; 
· about 100 organizations, including 30 foreign consulting firms and international NGOs participated in tenders;
· firms-executors in Moscow and regions made 80 contracts by results of tenders (for example, out of 38 participants of tender on dissemination of positive experience in economic evaluation of biodiversity, 18 regional firms have received GEF Project grants);
· more than 10,000 persons were involved in works, mainly in regions; 60 experts have passed training at economic seminars of the Component;
· National Forum on Wildlife Conservation of Russia, 7 conferences, including 4 in regions, 10 seminars, 5 round tables and more than 20 work shops were carried out; the total number of participants was 1,600 persons; 
· during preparation, discussion and coordination of the National Strategy and Action Plan on Biodiversity Conservation and sub-programs of the Federal Target Program "Environment and Natural Resources", more than 10 dispatches of Project materials to regions, ministries and agencies of the environmental block, scientific organizations and NGOs were carried out;
· about 1,500 applications from regions and interested ministries and agencies were collected, systematized and made out in the format of National Action Plan; regional plans of biodiversity conservation were drawn up in 10 regions;
· about 50 books, brochures and booklets were published and disseminated, including 8 handbooks, 5 CDs and 12 manuals (pressrun is 1000 copies);
· more than 140 notes were prepared on inquiries of government bodies, including various divisions of the MNR;
· 5 press conferences, 2 presses-rounds were held;
· more than 120 materials were published in mass-media,
· results of the Component were covered on the all-Russia and regional radio and TV channels (about 40 broadcasts);
· more than 30 materials were transferred to information services of Goscomecology and MNR;
· total number of information products prepared under the Component is about 700
· about one and a half thousand information resources are placed on the created portal BioDat.ru.
 

Component B "Protected Natural areas"

            The Component objective was strengthening of the protected area system in Russia.

            The following tasks were set:

· increasing of institutional potential for the management of the protected area system, the Sub-Component "Institutional Support";
· perfection of logistic potential of reserves and national parks, the Sub-Component "Actions and Planning";
· development of public  environmental educational programs aimed at conservation of biological diversity and security of protected areas in Russia, the Sub-Component "Public Support and Education Programs";
· creation of new types of protected areas and maintenance of already existing, the Sub-Component "Conservation of Ecosystems";
· perfection of curricula and vocational training of the staff for protected area management, the Sub-Component "Training".
            1. The Project provided for institutional support through strengthening of existing management instruments, perfection of interdepartmental cooperation and coordination procedures, training of personnel, creation of international Expert Panel on protected areas and creations of regional associations of protected areas by granting goods, services and training.

            According to the set tasks:

· time consumption for current office-work and operative information exchange both inside agencies and between management and protected areas was essentially reduces due to procurement of computer equipment;
· regular comprehensive verifications of reserves and national parks activities were supported. Leading experts of the Department and involved experts (scientists of the Russian Academy of Science, representatives of public organizations) have made 84 inspection missions to 38 reserves and 10 national parks;
· experts analyzed the organization of monitoring in state natural reserves of the Russian Federation and related problems in the framework of the Expert Panel, which was not created as a structure because of instability of administrative structures of Goscomecology. Recommendations for optimization of collection, storage and use of information were developed;
· leading experts of the Department of Reserves and National Parks developed and authorized in corresponding structures regulatory documents for the activity of subordinated specially protected natural areas;
· leading experts of the Department of Reserves have developed "Basic Directions of Development and Organization of Activity of State Natural Reserves of the Russian Federation for the Period till 2010";
· 8 new associations of reserves and national parks were created, 34 regional seminars on coordination of scientific studies, improvement of environmental education, training courses on use of GIS technologies, book keeping, advanced training of workers of security services, some field expeditions were carried out, 2 environmental camps were organized. 13 scientific collections, 4 methodological manuals, booklets and reference literature were published. Especially protected natural areas, included in associations, were equipped with computers and modems, some reserves and national parks create a joint GIS.
            2. Project tasks set for perfection of administrative possibilities of national parks and reserves

            According to the tasks:

· five years' management plans and GIS were created in two reserves and 5 national parks, the personnel was trained;
· 39 projects on strengthening security service were implemented; necessary goods, engineering, and equipment were procured;
· 18 model school projects were implemented;
· long-term programs of environmental education were created in 10 specially protected natural areas;
· necessary goods, services and works were procured, visits-centers were created, training seminars were held.
            3. Support of public participation and education programs through the creation of a coordination center of environmental education, publication of educational materials and development of model projects on environmental tourism was planned under the Project.

            The environmental educational center "Reserves" was created and successfully works. It coordinates environmental education in reserves and national parks.

            4. Expansion of the system of protected natural areas was planned for the maintenance of greater covering of key territories necessary for conservation and development of globally important elements of biodiversity and development of management principles and regulatory acts for security services.

             According to the task, operating systems of specially protected natural areas supporting the biological diversity at species and ecosystem level were created in several model regions, several projects focused on the perfection of techniques of territorial environmental protection and their dissemination among experts.

            5. The project assumed to develop a set of training programs for personnel of specially protected natural areas.

             According to the plan, 4-volume manual on biodiversity conservation was issued under Component A for specially protected natural areas.
 

Conformity of Component B results to Project tasks is shown by the following figures:

· 17 experts of the management group (managers, coordinators, bookkeepers) participated at different phases in implementation of Component tasks and more than 50 experts participated in implementation of various tasks of the Component, review and evaluation of results of the Component
10 tenders were held, in which more than 500 offers were considered.· Agreements were made with 82 reserves and 19 national parks.
· Creation of 8 new Associations was initiated, formation of interregional and interdistrict regional directorates was supported.
· The associations held 34 regional seminars on coordination of scientific studies, improvement of educational work and strengthening of security service in which participated more than 1000 specialists.
· 60 issues of newspaper "Bulletin of Reserves", 10 issues of scientific notes "Business of Reserves", 18 issues of Newsletter "Reserves and National Parks" were published; books "Collection of Regulatory Documents on Reserves", "Comments to the Federal Law on Especially Protected Natural Areas", methodological manuals on environmental education and security service, 10 collections of works and monographs on reserves were also published
· The television group was created and equipped on the base of reserve "Bryansk Forest", the television serial "Wildlife" was demonstrated by 10 regional channels.
· Integrated educational and information and research center was equipped on the base of the Teberda Reserve Museum
4 meetings of directors of state natural reserves and 1 meeting of directors of national parks, 1 international meeting, Russian-American seminar on environmental tourism, meeting on environmental networks were carried out. The audience of about 1,000 participated in them.
· Model Projects on strengthening security services of reserves and national parks were implemented in 35 reserves and 3 national parks on the territory of 31 Constituents of the Russian Federation. Among them:

- 7 protected natural areas are objects of the World Natural Heritage; 
- 10 protected natural areas are international biosphere reserves; 
- 7 protected natural areas are wetlands of international value in conformity with the Ramsar Convention;
- 2 areas make part of international transboundary specially protected natural areas
.· Purchase of goods necessary for maintenance of activity of reserves and national parks makes 88.3 % of allocated funds. Out of them almost a half (49 %) make means of transport and patrolling.
· Payment of services makes 6.9 % in structure of expenses
.· Procurement of works has the least weight – 4.8 %.

 

Component C "Baikal"


            The Component objective was the creation of regional models good for replication and supplementing the activity of Strategic Component and Component "Protected Natural Areas". In Baikal region, the interdepartmental and administrative coordination should be developed necessary for inclusion of biodiversity conservation into the environmental policy on the background of sustainable economic growth and socioeconomic development.

            According to the tasks of the Interregional Sub-component:

· Administrations of Constituents of the Russian Federation of Baikal Natural Area (BNA) currently organize the Baikal Council, a coordination body operating on the same principles as the model of management of the Baikal Component of the GEF Project;
· an attempt was made to reconstruct the Federal Baikal Commission at the federal level to smooth the instability of environmental protection management.
            According to the tasks of the Sub-Component "Regional Activities":
· uniform environmental policy in Baikal Natural Area was formed on the basis of Biodiversity Conservation Strategy for the Lake Baikal and the Action Plan for its implementation, in which principles of biodiversity conservation of the Lake Baikal and tasks for each environmental zone of BNA were formulated;
· result of eight tenders on practical actions for Baikal wildlife conservation is the portfolio of one and a half thousand proposals on Baikal conservation; Action Plan on Biodiversity Conservation of the Lake Baikal was drawn up and more than 350 projects have been implemented in the Baikal Natural Area;
· information flows regarding biodiversity conservation were organized and structured;
· legislative initiatives and legal enforcement practice of Constituents of the Russian Federation in the BNA corresponding to tasks of biodiversity conservation were coordinated;
· cost of natural resources was estimated in a number of areas of the Baikal region;
· indicative planning system for the development of areas was introduced (on the base of Environmental Component);
· plans and strategy of environmentally sound use of natural resources and economic development were developed for separate sites of BNA and some enterprises;
· system of environmental management was introduced at largest enterprises of Baikal region (including BPPM, Sayanskkhimprom, Irkutskenergo, Buryatenergo);
· system of environmental education was strengthened;
· experts and administrative personnel of area administration and separate branches and enterprises have passed training.
             According to the tasks of the Sub-Component "Local Initiatives in the Field of Biodiversity":
· principles and tasks of the Biodiversity Conservation Strategy for the Lake Baikal was implemented through the Small Grants Program "Local Initiatives" with participation of most different layers of society in practical actions on biodiversity conservation. More than 43,000 persons were involved in the Lake Baikal Biodiversity Conservation.
· Results of this activity are:
        * conservation of more than ten species of plants and animals and their habitats;
        * organization and/or extension of specially protected natural areas and refuges;
        * restoration of natural landscapes;
        * increase of the environmental awareness in Baikal region, both in state and non-state sectors;
        * increase of awareness of population and active propagation of environmental knowledge.
Conformity of Component C results to the Project tasks is shown in the following figures:

· more than 1600 offers were sent to tenders of the Baikal Component, by now, implementation of 199 projects (56 %) is completed;
· 48 % of projects were carried out in the Republic of Buryatiya, 37 % - in Irkutsk Oblast and 15 % - in Chita Oblast ;
· more than a half of projects (55 %) were carried out in the countryside;
· more than 43,000 persons were involved in practical activities at implementation of projects on biodiversity conservation in regions;
· 88 Protocols of Accession to the Public Agreement on the Lake Baikal Conservation and the Baikal Declaration were signed;
· 8 new specially protected natural areas were created of different status (including of republican value) with the total area of 11,589 ha;
· 5 complete sets of documents were prepared for the establishment of natural monuments and assignment of the status of specially protected natural areas to sites with total area of about 250 ha;
· recommendations for establishment of 9 more specially protected natural areas were prepared by the results of on-site inspections;
· artificial nesting places for white-tailed eagle, osprey, buffel-headed duck and goosander (55 pieces) were created,
· at Selenga hatchery, a 636,000 whitebait herd of sturgeon was created, is cared and monitored;
· re-acclimatization of Mongolian bobak in Buryatiya (37 bobaks were caught, past veterinary inspection, and were successfully moved to prepared holes);
· a herd of 26 raindeers was transported for restoration of native species of animals on the northern coast of Baikal, now they propagate;
· 7 artificial plantations of medicinal and wild plants were created for the subsequent moving to natural habitats;
· man-induced mechanical pollution was eliminated at coasts and in channels of 19 rivers and lakes;
· Lake Baikal coasts were accomplished, more than 5,300 trees were planted;
· 20 environmental camps were organized at Lake Baikal coasts, in which participated more than 3,000 children, including disabled children;
· more than 30 programs and manuals were created, the total pressrun is more than 2,000 copies;
· 2 environmental games were created, published and disseminated in the total pressrun of 4,000 copies.
· 5 resource and information centers were created in the Republic of Buryatiya, Irkutsk and Chita oblasts, including environmental libraries, collections of video and diapositives;
· 26 public environmental posts, network of public wood inspectors (Atsagat and Atsul' reserves in Buryatiya), network of correspondents, network of public ecological monitoring (Chita Oblast) were organized;
· 10 databases on environmental organizations, active workers, and unique natural objects were generated;
· more than 300 articles and materials were published, about 100 broadcasts on TV and about 600 on radio have passed; 26 videofilms were created; 
· 29 thematic books were published with the total pressrun of more than 36,000 copies; 
· scientific and popular publications, including specialized issues of magazines with materials of projects, make more than 50 titles and were published in more than 15,000 copies
.· printed matter as calendars, leaflets, information leaflets, prospectuses and posters, and also as badges and T-shirts make 64 names with pressrun of more than 20,000 copies;
· 105 exhibitions and expositions devoted to wildlife of Baikal were organized, which were visited by more than 18,000 persons;
· 20 information resources in the Internet were created;
· 115 seminars and conferences were held, in which participated about 3,000 persons;
· about 80 mass environmental actions were carried out, in which participated more than 17,000 persons.
· 21 public environmental organizations were created.
· a new technology on waste oil neutralization by biological products was introduced in the Lake Baikal watershed: polluted with black oil soil was processed by biological products on the extent of 4 km;
· 200 tons of oil sludge were neutralized at the Ulan-Ude tank farm of JSC "Buryatnefteprodukt";
· more than 20 environmental routes with total extent of more than 200 km were laid and equipped, more than 150 parking and recreation sites were equipped, more than 200 shields and notices were mounted.
 

            As a conclusion it should be noted that the coincidence at implementations of GEF Project tasks might not be total since the situation in Russia sharply changed during the Project implementation and some tasks have lost the urgency. At the same time, additional tasks emerged the solution of which was necessary for achievement of the Project objectives.
            The following achievements of the Project that provide high stability of the results for the years ahead should be especially noted:

- growth of environmental financing in regions due to own and outside funds;
- start of self-developing instruments of biodiversity conservation - formation of regional action plans, opening of BioDat.ru, creation of funds to support the biodiversity and reserves;
- preservation and perfection of the system of protected natural areas;
change of public perception of wildlife conservation problems due to involving of a great number of people in the project implementation.
